The independent reviewer will review the Accident Compensation Act 1985, the WorkCover Insurance Act 1993 and the Accident Compensation Regulations 2001.
The Accident Compensation Act
The objectives of the Accident Compensation Act 1985 are:
- to reduce the incidence of accidents and diseases in the workplace;
- to provide effective rehabilitation of injured workers and their early return to work;
- to increase the provision of suitable employment to injured workers to enable their early return to work;
- to provide adequate and just compensation to injured workers;
- to ensure workers compensation costs are contained to minimise the burden on Victorian businesses;
- to establish incentives that are conducive to efficiency and that discourage abuse;
- to enhance flexibility in the system and allow adaptation to the particular needs of disparate work situations;
- to establish and maintain a fully-funded scheme; and
- to improve the health and safety of persons at work and reduce the social and economic costs to the Victorian community of accident compensation.

The WorkCover Insurance Act
The purpose of this Act is to provide for compulsory WorkCover insurance for employers under insurance policies and the payment of premiums for WorkCover insurance policies.

The Accident Compensation Regulations
The objective of these Regulations is to prescribe those matters authorised or required for the achievement of the objects of the Accident Compensation Act 1985 and the Accident Compensation (WorkCover Insurance) Act 1993.
